POSITION: Conservation Education Lead
SERVICE CENTER: Community Services
REPORTS TO: Energy Services Manager
SALARY GRADE: 15
SALARY RANGE: $14.51 to $17.08 per hour
STATUS: Non-Exempt
JOB SUMMARY:
Provides leadership to Energy staff surrounding Weatherization and Conservation Education programs including, eligibility and outreach services to clients seeking assistance from the agency’s Energy Programs (Conservation Education, Energy Assistance, Weatherization, Home Repair) in Whatcom, Island, and San Juan Counties. Provides direct services, referrals, and information regarding Opportunity Council programs. Supports Energy Assistance Programs by providing eligibility services, reviewing and certifying files, and screening for scheduling. Supports Weatherization and Home Repair programs by providing screening and initial eligibility services, scheduling and maintaining electronic Weatherization calendars. Supports Conservation Education and Healthy Homes programs by providing eligibility services, scheduling, and education in office and workshops. Supports the human services community and its efforts to work together to support the special needs of low-income people; helps mobilize resources to meet those needs.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
1. Conducts screening eligibility interviews for Energy Assistance, Conservation Education, Healthy Homes,
Weatherization, and Home Repair programs. Provides agency and community information and referral.
2. Schedules assessments and maintains electronic calendars.
3. Follows Energy Programs application and eligibility interview processes, verifies documentation and evaluates eligibility status, notifies clients, schedules assessments, reviews and certifies files.
4. Provides leadership to Energy Staff around Weatherization, Home Repair, Conservation Education, and Healthy Homes programs, including maintaining extensive and current knowledge regarding eligibility requirements.
5. Provides in-office Conservation Education workshops and training to eligible clients.
6. Conducts program outreach and marketing activities to facilitate participation in
programs.
7. Works collaboratively with Weatherization production staff and Conservation Programs Coordinator
to ensure that appropriate number of clients are served.
8. Performs a variety of moderately complex and administrative functions, including record keeping, database
management, and related reports generation and assists with program and project development.
9. Conducts research regarding latest conservation techniques, practices, and information.
10. Coordinates Whatcom Indoor Air Quality Coalition meetings and trainings.
OTHER RESPONSIBILITIES:
1. Attends staff meetings and trainings as required.
2. Other related duties as assigned.
EDUCATION/EXPERIENCE REQUIREMENTS:
Bachelors degree in related field and a minimum of one year experience or an equal combination of education and experience. Experience working with low-income population, adult education, and/or energy conservation preferred.
SPECIAL REQUIREMENTS:
Valid Washington State Driver’s License by time of hire. Good driving record. A three-year driving abstract must be submitted at time of hire.

Excellent communication skills; ability to interpret, discuss conservation practices and information with others—including individuals, agencies and community resources—which involves terminology or concepts not familiar to many people; regularly provides advice and recommends actions involving rather complex issues.
2. Excellent interpersonal skills and the ability to interact positively with clients from a diverse, low-income population effectively and respectfully.
3. Effective time-management skills including the ability to work with frequent interruptions and often in crisis situations.
4. The ability to create an innovative approach or new procedure or system as appropriate.
5. Ability to function as a member of a team, working in collaboration with other staff members.
6. Exceptional record keeping skills ensuring the confidentiality and maintenance of up-to-date, accurate, detailed notes and client information.
7. Ability to maintain confidentially.
8. Strong interest in energy conservation issues & community education.
GENERAL PHYSICAL/MENTAL REQUIREMENTS:
Strength: Lifting and carrying general office supplies, typically weighing less than 25 pounds.
Manual Dexterity: Sitting for long periods while keyboarding on the computer, performing routine clerical tasks or speaking and taking notes by telephone.
Mobility: Driving; sitting for prolonged periods
Visual Discrimination: Staring at a computer screen while performing routine clerical and administrative support functions; Driving.
Hearing: Ability to listen on the phone while taking notes of conversation.
Concentration: Interpret and/or discuss information with others which involves terminology or concepts not familiar to many people.
Conceptualization: Position deals with a variety of problems, and the answer sometimes must be constructed from prior knowledge of the agency, its policies, practices and precedents, and the program and functional field.
Judgment/Temperament: Much of work is routine; may occasionally be involved in projects that require new ideas or approaches.
WORKING CONDITIONS:
Work is generally performed in a fast–paced office environment with frequent interruptions and often crisis situations. Majority of work centers on direct education and services to clients and procedures that require a high degree of confidentiality, tactfulness and respect for clients from a diversity of economic and ethnic backgrounds. Position requires travel for home visits, outreach services and community meetings. Occasionally exposed to outside seasonal weather conditions, dust and/or loud noises such as sirens and traffic congestion.
