   KUOW 94.9 FM just announced:
   "It's been thought that putting insulation into older homes would help the economy. However, it hasn't turned out that simple - details in a minute". I couldn't find that online, but there is this of last month:

   OK, here's the scoop:

   It was thought retrofitting was the ultimate shovel ready project.
   Mark Brash (sp?) of DOE did study, found that 8 of 10 states who participated weren't even at 2% of their goal.
   Main problem: prevailing wages
   Don Skages (sp?) of Ohio's office of community services said: "We decided to do it and then retroactively adjust the wages" - so Ohio is on track.
