With guidance from folks with Home Empowerment Project(TM) in Olympia, WA yesterday, I built myself two 3'x3' window inserts (for kitchen & bath garden windows) yesterday to save heating costs. $18 material total plus $30-$50 suggested donation. Home Empowerment Project is a collaboration between the NW EcoBuilding Guild and ION EcoBuilding.
